Manager, Procurement




The Manager, Procurement will report to the Head of Procurement and assumes a strategic role in the overall procurement management of the Company.


The Manager, Procurement will have primary day to day responsibility for:

·         To assist to develop/maintain a procurement strategy, and corresponding plans, that enable efficient implementation of the company's procurement policies and objectives in line with the Company’s strategic objectives

·         Formulate/ execute / review procurement policies, systems and procedures in order to improve efficiency and cost-effectiveness for procurement of goods and services

·         Manage the performance of procurement team on operations, and process compliance through liaison with different teams of the company to meet business need and provide high-quality business services in the areas of procurement (both technical and service procurement)

·         Deliver to CSL’s business plan financial outcomes for Expense Management through monitoring/ achieving maximum cost efficiency / drive cost savings initiatives on purchase spend for the company– in line with agreed KPIs

·         Collaborate with internal users in conducting effective sourcing, tendering, vendor evaluation, commercial  negotiation, contract and vendor performance management on indirect procurement to ensure goods and services procured meet with the Company’s requirement

·         Keep abreast of supply market trends and develop strong supplier relationships and alliances with strategic partners and key suppliers

·         Monitor contract management for goods and services procured (including negotiation on commercial terms and conditions) through working with end-users and Legal



We look for:

·         Degree holder in Purchasing, Business Administration, Information Technology, Legal or related disciplines, preferable with Master Degree

·         Qualified member of a professional institute of Purchasing / Supply Management

·         Extensive experience with full range of Procurement functions (including IT Purchase and e-Procurement implementation)

·         Minimum ten years’ relevant experience within large MNC, preferable (but not essential) in the Hi-tech / telecom industry (minimum three years' senior management experience with some exposure to a strategic role)

·         Proven track record of cost savings

·         Strong analytical, negotiation and contract management skills with business acumen

·         Ability to drive process improvement and efficiency throughout complex organizations

·         Independent and self-motivated, willing to meet challenges and able to multi-task

·         Good leadership and influencing skills

·         Good interpersonal skills and a demonstrated ability to deal with different levels of people

·         Strong communication skills with high proficiency in both written and spoken English and Cantonese (Mandarin advantageous but essential)

·         Proficiency in MS Office applications, knowledge in ERP an advantage
